I'm pretty sure that's the case because I ran into the same problem. If it's a crew-served weapon system you can't fire it....not from a lack of trying.
And you can disable without ions. You have to toggle between components to disable. I think it is the \ key, but just in case check the Options>Key Map and then click the Space tab. If you blast out the engines you've disabled the ship. Which is a rather handy thing because I have yet to find ions to use lol.

Its not a crew served weapon, and I can fire it using 2 key if I have the blaster loaded, but not the light cannon. Same goes with weapon one. If I load the light weapon, (2 different ones available I think) it will not work no matter which weapon # or group I assign it too.

Possible he's not qualified to USE the weapon yet? I'm assuming there's STILL 4 sections for each level 1-4?

Last I knew you still had to be qualified to use specific parts, and if you weren't you couldn't outfit it. Unless it's a bug. I don't know if Lightspeed was modified or not as well yet.

I think it may be a level I have to reach but there are no supparts to each level at least not 1-4 ??????
Just like the other profesions 1-80/90 I think.
5th level is droid interface so and the next is multi-role craft........still could be comin up I guess hope so cuz startin to get whooped up perty good.

If the mission calls for u to "disable" a ship, u can do this with any weapon...
With the ship targeted, use the brackets keys "[ ]" to cycle through the ships components. (The brackets are the default keymap) Most ships will give you a choice of firing on the shields, engines, or reactor. The larger ones will even let you target the ships weapons.
