You should be able to use the windows cd as a boot disc. If your motherboard, memory and video card are physically installed and your hardrive. If you have a backup or second hard drive I would leave it unplugged until you format your main drive and install OS and components.
Been some time and it seems each windows cd used to be just a bit different, but you should be able to set the bios to boot from cd, then install windows cd, POST (Pre Operating System Test) and get to an A:/ It may just give you a list of instructions to follow too, if so it should be self explanitory. If not from the A:/ you should be able to A:/format c: and begin the format process with instructions for formatting, partitioning and how to follow with the OS install.
Still hard to know where u are at cuz u aint givin no info...is it all built? Will it POST?
